IGN sat down with CDPR Gabe Amatangelo and Pawel Sasko to talk Phantom Liberty. Highlights below;

• Very noir spy thriller vibe they were going for
• Kurt Hanson controls Dogtown, part of Pacifica
• It is a large black market type of area
• Dogtown sits on the site of a forth corp war battle, hence the post apoc look
• New Relic system powers up existing cyberware to be more powerful
• New cyberware system if you put too much in you "go over the edge" and you'll get debuffs rather than buffs
• Fixer in Dogtown can sell weapons for your car to vehicle combat
• Solomon Reed will present you with difficult choices which will "slightly impact" the story outcome
• Aside from V, Reed is a main character in the story
• The expansion will "affect outcomes in the base game" including some endings.
• Also the expansion story conclusion has several endings too
• They couldn't give a number of hours of added content just to say it's a "large game"
