And it ISN'T by CDPR. A German developer who implied they apparently* got the rights to the Cyberpunk license is making a GTA online type of MMO in the Cyberpunk universe. While I don't speak German my senior moderator & acquaintance Grim on our Discord does. And he gave me the bullet points of this video. It apparently is pre-alpha but the video shows some pretty interesting game play. So according to Grim here is the key points they talk about in the video which you can read & watch below. Let us know what you think in the comments;

• It's a server driven CRPG with a setting in Australia
• They have a license for all the Cyberpunk lore
• You can role play most any profession (Cop, Trauma Team, etc)
• They compare it to GTA online
• Cyberware and cyberpsychosis will be in the game
• Drugs to suppress psychosis will be a mechanic
• Working title is "CyberPunk Refuge Zone"
  
  CORRECTION: Previously stated the studio was based in "Berlin" but that was a misunderstanding on my part of the notes I was given. What my acquaintance was trying to say is the dialect of the person speaking is from the Berlin area. He never states where the studio is located. We regret the error.
  
  *This is causing a little uproar, with people posting quotes from the past that CDPR claimed they have exclusive rights to the Cyberpunk property. I got no further information on this statement aside from Grim saying that is what was "implied" in the video that they have some kind of Cyberpunk property rights, and his searching on related German sites also implied that was the case. However nothing explicit was said. That said, I have no firm evidence to dispute those past statements about the license. Just reporting what is being said, translated for me. Until more information comes to light take it as you wish.
